Work and study migration to Finland dropped in 2025

Immigration to Finland declined in 2025, with notable drops in applications for work, study, and international protection permits. The Finnish Immigration Service (Migri) processed 180,521 applications and issued 177,890 decisions during the year. Of the decisions made, 80 percent were positive and 9 percent negative. In 2024, the respective shares were 84 and 7 percent. The number of work-based residence permit applications fell by 25 percent compared to 2024.
